We can look out for #36477: with it applied (tested at bce73a17fd), this mutant is killed by test/functional/p2p_private_broadcast.py. It is the PR's code change that makes this line reachable, not a new test. Still survives on master 1605d8873e. Will add a reproduction once/if it merges.
